Assume Hemsky could be resigned at 5-5.5 million for 4 years. When the contracts come due for the kids, Tambi will need to manage that 5.5 mil cap hit of horcoff. If he really wants hemsky, he can sign, and be prepared to 1) bury Horcs for final year, 2) buy him out or 3)Trade to team that needs to meet cap floor (actual dollars are low) 4) use the new CBA and hope for Amnesty this fall. Regardless, there should be little reason to not sign Hemsky, but plenty of reason to think of how to get out of that contract.
